Convert Videos via FFmpeg

Transcode a source video into a compact H.264/AAC MP4 at a chosen encoder preset using the paired recued-server's local ffmpeg tool. Ticks every 2 minutes. The converted file is captured as a Gateway-gated data.file ref (the recipe never controls the output path — no arbitrary-write surface) and surfaced to the card by ref; a downstream step reads it via { file_ref }.
