Suspend an Okta user
Approval-gated Okta user suspension for one user. It reads the user for context, then calls recued-core.okta.user.lifecycle.suspend for exactly that user. It does not deactivate, delete, unlock, reset passwords or factors, mutate groups, change app assignments, or call arbitrary Okta APIs.
