Approval-gated Railway project creation workflow. It creates exactly one project from a caller-supplied ProjectCreateInput object through recued-core.railway, then returns the created project for review. It does not create services, deploy code, mutate variables, create domains or volumes, delete resources, or call arbitrary Railway GraphQL.
