Block an Auth0 user

Approval-gated Auth0 user block workflow for one user. It reads the user for context, then calls recued-core.auth0.user.block for exactly that user with blocked=true. It does not delete users, reset credentials, change MFA, revoke sessions or refresh tokens, mutate roles, or call arbitrary Auth0 APIs.
